O futuro é azul
O Hub Azul – Rede de Infraestruturas para a Economia Azul [1], cujo investimento para a criação faz parte do Plano de Recuperação e Resiliência, será uma rede de polos de inovação e uma escola de economia azul sustentável. É um investimento que conta com a participação do Fórum Oceano, entidade gestora do Cluster do Mar Português e que tem a seu cargo desenhar o modelo de negócio desta rede de inovação.
O Hub Azul integra sete polos de Inovação (Matosinhos I e II, Aveiro, Peniche, Lisboa, Oeiras, Olhão) e a Hub Azul School, composta pela ENIDH e pela rede de centros do FOR-MAR, com cobertura nacional. Estas infraestruturas representam pilares fundamentais de um ecossistema de inovação azul dinâmico e com uma forte ligação às cadeias de valor internacionais e aos novos negócios emergentes da economia do mar, baseado numa aposta no desenvolvimento e comercialização de novas tecnologias e modelos de negócio que irão transformar a economia azul numa lógica de digitalização, descarbonização e circularização, em linha com o Pacto Ecológico Europeu, a Taxonomia Europeia e a estratégia de investimento de impacto do Fundo Europeu de Investimento.
O Hub Azul terá como principal função – nas fases posteriores de aceleração e operação – ser um centro de serviços partilhados, transversal aos polos identificados, nas suas mais latas vertentes, de acordo com as necessidades que venham a ser reconhecidas pelos mesmos. Aquilo que se pretende é que, após a fase de implementação, os referidos polos sejam economicamente autossustentáveis e criem uma cadeia de valor para o ecossistema do mar.
O modelo e respetivos negócios evoluirão em diferentes estágios, acompanhando o progresso do projeto e de cada um dos hubs.
Os serviços assentarão na criação e na utilização de uma plataforma digital a desenvolver, em articulação com os polos, que permitirá:
- Organizar reuniões, promover eventos de investimento e inovação, facilitar as interações, a construção de sinergias e de espaços de cooperação, e o acesso a informações, serviços e suporte para negócios na economia azul;
- Atualizar o pipeline de projetos e monitorizar a evolução de cada projeto, permitindo o acesso restrito a investidores e partes interessadas;
- Divulgar novas oportunidades e promover parcerias colaborativas para acesso a mercados;
- Fornecer serviços de apoio e suporte a empreendedores e inovadores, cursos online, coaching de negócios, insights de mercado e outros conteúdos relevantes, incluindo webinars, vídeos, estudos de caso e melhores práticas;
- Promover o Hub Azul e a rede de polos, benefícios e resultados alcançados;
- Potenciar a promoção externa da rede Hub Azul Portugal.
Para além desta plataforma, a Rede Hub Azul irá prestar um conjunto de serviços, numa lógica de centro de serviços partilhados à rede de polos, de entre os quais se destacam serviços jurídicos e de propriedade intelectual, formação e capacitação (a articular com a ENIDH e com o FOR-MAR), marketing e comunicação, internacionalização (identificação de players e captação de investimento), apoio a investimentos ESG e serviços de aceleração, através da interconexão entre peritos e mentores, startups e PMEs.
Face à heterogeneidade dos vários hubs, cada um terá o seu modelo de negócio, que será apoiado pelo Centro de Serviços Partilhados nas suas diversas vertentes, podendo, no entanto, ser efetuadas Missões de Inovação agrupando polos com áreas similares, mas localizadas em diferentes zonas geográficas, permitindo à Rede Hub Azul Portugal estimular as suas complementaridades e sinergias.
Deste amplo ecossistema de tecnologia e inovação, Matosinhos é um dos protagonistas. Fruto da sua umbilical ligação ao Mar – historicamente consagrada com a pesca, a indústria conserveira e a atividade marítimo-portuária e, mais tarde, enriquecida com a componente de investigação e empreendedorismo (de que são exemplo o Centro Interdisciplinar de Investigação Marinha e Ambiental e a UPTEC Mar, respetivamente) – a cidade acolhe dois dos polos desta rede. Neste artigo, o foco incide no polo I.
O Hub Azul Leixões (HAL) – polo I surge como uma iniciativa de um grupo de organizações constituído pelo Instituto de Engenharia de Sistemas e Computadores, Tecnologia e Ciência (INESCTEC), entidade líder do consórcio, a Administração dos Portos do Douro, Leixões e Viana do Castelo (APDL), a Câmara Municipal de Matosinhos, o Centro Interdisciplinar de Investigação Marinha e Ambiental (CIIMAR), o Instituto de Ciência e Inovação em Engenharia Mecânica e Engenharia Industrial (INEGI) e o Fórum Oceano.
Esta infraestrutura científica, instalada especificamente em zona portuária, permitirá colmatar a insuficiência de zonas de teste em ambiente relevante no país, reforçando as capacidades de desenvolvimento e de teste de tecnologias oceânicas em favor de uma economia azul, mais descarbonizada e sustentável no contexto das oportunidades decorrentes das transições climática e digital, a nível internacional.
Paralelamente, o Hub Azul de Leixões contribuirá também para o desenvolvimento de tecnologias com aplicação na monitorização do meio marinho reforçando a capacidade de gestão dos respetivos ecossistemas e a melhoria da “saúde dos oceanos”.
De entre as principais funções do HAL, destacam-se o investimento em tecnologias marinhas para o desenvolvimento em offshore; teste de engenharia de materiais e sistemas (capazes de resistir às desafiantes condições do oceano); criação de um biobanco e de um laboratório de biotecnologia azul; centro de mergulho científico; e promoção da literacia do oceano, através de escolas, Universidades e Politécnicos.
Estas valências têm como objetivo fomentar a interligação entre a formação de recursos humanos altamente qualificados para as atividades do mar com as necessidades do mercado da economia do mar e as tendências para novos modelos económicos mais digitalizados e amigos do planeta.
O HAL será, por conseguinte, um motor de desenvolvimento estratégico, contribuindo para que Matosinhos se posicione na vanguarda de uma economia azul sustentável na Europa.
The Hub Azul – Rede de Infraestruturas para a Economia Azul (Blue Hub – Innovation Infrastructure Network for the Blue Economy) [1], whose investment for the creation is part of the Recovery and Resilience Plan, will be a network of innovation hubs and a school of sustainable blue economy. It is an investment that counts with the participation of Fórum Oceano, the managing entity of the Portuguese Sea Cluster and which is in charge of designing the business module of this innovation network.
The Hub Azul (Blue Hub) has seven Innovation Hubs (Matosinhos I e II, Aveiro, Peniche, Lisboa, Oeiras, Olhão) and the Hub Azul School (Blue Hub School), composed of ENIDH and the network of FOR-MAR centers, with national coverage. These infraestrutures represente fundamental pillars of a dynamic blue inovation ecosystem with a strong connection international value chains and new emerging businesses in the sea economy, based on primary focus in the development and commercialization of new technologies and business models that will tranform the bue economy in a logic of digitalization, decarbonization and circularization, in line with the European Ecological Pact, the European Taxonomy and the impact investment strategy of the European Investment Fund.
The Hub Azul (Blue Hub) will have as it’s primary function – in the later fases of speed and operation – be a center of shared services, inclusive to all the identified hubs, in its various aspects, according to the needs that will be recognized by them. After the implementation phase, it is intended that those hubs can be economically self-sustainable and create a value chain for the ecosystem of the sea.
The model and it’s businesses will evolve in diffrent stages, keeping up with the progress of the projetct and each hub.
The services will be based in the criation and use of a digital platform, to be developed by the diffrent hubs, that will alow:
- Organize meetings, promote investment and innovation events, facilitate interactions, the construction of synergies and cooperation spaces, and access to information, services and support for business in the blue economy;
- Update the project’s pipeline and monitor the progress of each project, allowing restricted access to investors and stakeholders;
- Promote new oportunities and collaborative partnerships for market access;
- Provide support services and support to entrepreneurs and innovators, online courses, business coaching, market insights and other relevant content, including webinars, videos, case studies and best practices;
- Promote the Hub Azul (Blue Hub) and the network of hubs, benefits and results achieved;
- Enhance the external promotion of the Portugal’s Blue Hub network.
Apart from this platform, the Blue Hub Network will provide a set of services, in a logic of shared services center to the network of hubs, among which are legal and intellectual property services, training and capacity building (to be articulated with ENIDH and FOR-MAR), marketing and communication, internationalization (identification of players and attracting investment), ESG investment support and acceleration services, through the interconnection between experts and mentors, startups and SMEs.
Given the heterogeneity of the various hubs, each one will have its own business model, which will be supported by the Shared Services Center in its various aspects. However, Innovation Missions may be carried out grouping hubs with similar areas, but located in different geographical areas, allowing Portugal’s Blue Hub Network to stimulate their complementary and synergies.
Matosinhos is one of the protagonists of this broad ecosystem of technology and innovation. As a result of its umbilical connection to the Sea – historically devoted to fishing, canning and maritime-port activities and, later, enriched with the research and entrepreneurship component (examples of which are the Interdisciplinary Center for Marine and Environmental Research and UPTEC Mar, respectively) – the city hosts two of the clusters of this network. In this article, the focus is on cluster I.
The Hub Azul de Leixões (Leixões Blue Hub) – pole I is the initiative of a group of organizations made up of the Institute for Systems and Computer Engineering, Technology and Science (INESCTEC), the consortium leader, the Port Administration of Douro, Leixões and Viana do Castelo (APDL), the Matosinhos City Hall, the Interdisciplinary Center for Marine and Environmental Research (CIIMAR), the Institute for Science and Innovation in Mechanical and Industrial Engineering (INEGI), and Fórum Oceano.
This scientific infrastructure, installed specifically in a port area, will make up for the lack of test areas in relevant environments in the country, strengthening the capacity to develop and test ocean technologies for a more decarbonized and sustainable blue economy in the context of opportunities arising from the climate and digital transitions, internationally.
In parallel, the Hub Azul de Leixões (Leixões Blue Hub) will also contribute to the development of technologies with application in the monitoring of the marine environment strengthening the management capacity of the respective ecosystems and improving the “ocean health”.
Among the main functions of the LBH, we highlight the investment in marine technologies for offshore development; engineering test of materials and systems (able to withstand the challenging conditions of the ocean); creation of a biobank and a blue biotechnology laboratory; scientific diving center; and promotion of ocean literacy, through schools, universities and polytechnics.
These features aim to foster the interconnection between the training of highly qualified human resources for the activities of the sea with the market needs of the economy of the sea and the trends towards new economic models more digitalized and planet-friendly.
LBH will therefore be a strategic development engine, contributing to Matosinhos’ position at the forefront of a sustainable blue economy in Europe.
