Born in Cartes in 1948. He is an Industrial Technical Engineer by the University of Cantabria and PhD in Chemical Science by the University of Valladolid. He is World Bank and Inter-American Development Bank’s Consultant. He has been Regional Minister for the Environment of the Government of Cantabria for 11 years, Director-General for the Environment of the Government of Cantabria for 6 years, member of National Water Council, member of the Governing Board of Northern and Ebro’s Hydrographic Confederation. Director-General of the State Society for the Water Resources Transfer from Ebro to Mediterranean Basin.
