Law degree at the University of Deusto and MBA at the IE University of Madrid. He was Deputy for Cantabria in the Congress (1989-2005; 2004-2011); Vice President of the Congress of Deputies (2007-2008); President of the Government of Cantabria (1995-2003) and RETE (2011-2012). Currently he is President of the Port Authority of Santander.
