The role of the city in the dynamics of the port

Interview with Luca Salvetti, Mayor of Livorno City

Ursula Galli – Mayor Salvetti, by setting up a specific Department for the Port and City-Port Integration to deal with the effects on the city of the Port and the Livorno logistics system, your Administration has shown that it wants to pay special attention to this subject and to matters regarding the sea in general. Why did you decide to establish this Port Department and to work not only on the promotion and development of the Port but also on city-port integration?

Luca Salvetti – In my previous experience, I had often dealt with administrations that had set up, within the various departments, a Port working party, one delegation in the midst of many others, which made one think that the relationship between the municipal administration and the seaport was something marginal and that only the port institution had the task of dealing with port matters. Before becoming Mayor, I had followed the evolution of the Port of Livorno for years and, from the outset, I thought that the Municipal Administration should be playing a more significant role in the running of the port, not to interfere but rather to assist the work carried out by the Port System Authority so that we could build a common vision for the Port City and also analyse the impact of the choices made in the port area on the real life of the city. This was one of the first ideas I put forward during my election campaign. Thereafter, with the appointment of Barbara Bonciani to head the Department, I realised that this was one of the best decisions because the empty box that was the Port Department at that time soon became full of projects and requests ranging from the management of the marinas, to the Meloria Shoals project, from strengthening the relationship with the port operators in the management of the implementation plans for the Port, to the question of the dock, Darsena Europa. The Administration’s Port “inbox” was inundated with projects; the urban aspects are fundamental to integration between the future configuration of the port and the layout of the city that is immediately affected. I can therefore say that the decision was the right one to make, also in terms of governance because the time for discussions between the institutions and the port cluster has come and a lot of work, which I believe is vital for the city, has been created for the department.

Ursula Galli – What are the main challenges facing the city of Livorno at the moment regarding the city-port system and what contribution is the Administration making?

Luca Salvetti – The main challenge is how best to achieve integration between city and port. This challenge concerns the port planning processes that will necessarily have to integrate with the needs of the city and its vision for the future development of the local economy, tourism and innovation. In this context, one of the main issues lies in balancing the implementation plan for the passenger port with the city’s planning and development in terms ranging from tourism to environmental sustainability and sustainable urban mobility. Increasing the volume of visitors arriving by ship to the city of Livorno should be encouraged. The city of Livorno is re-launching its image around the world, which is why the port development plan will have to be modulated in order to take the needs of the city into account as well.

The redevelopment of the district “Quartiere Venezia” is very important for tourism. Recently, the City of Livorno created a natural gateway to the city in Piazza del Posto Pio for passenger traffic from the port area. The enhancement of this square was the first step undertaken by the city towards better integration between the port and the city that also likes to keeps watch over its port. Piazza del Posto Pio, also home to the city’s museum, which recently hosted the Modigliani exhibition, is the natural gateway on which planning for the port, the main challenge for city-port integration, must focus.

A further challenge is that of governance, which is of great importance for the future of the city and the port. Until recently, all matters affecting the city and the port were managed separately and there was no synergy between the two. My predecessors claimed that the city of Livorno had two mayors, one for the city and one for the port and indeed opposition and lack of co-operation and collaboration between the two administrative bodies were the order of the day. In my opinion, the city of Livorno has only one Mayor who must relate to the other important authority, the Port System Authority, in synergy in order to be able to jointly manage critical issues affecting the future of the city and the port. One example is the work we are carrying out with port institutions on managing port disputes. The many appeals that characterise our port have a negative impact on future development and must find a solution through facilitation processes. In procedures affecting the public interest of the city and the port, the Mayor plays the role of facilitator, ensuring that individual private interests also bring wider reaching benefits for the development of the port and consequently to the development of the city.

Ursula Galli – How important is it that the Port and the City have a shared vision and why?

Luca Salvetti – It is essential that the city and the port have a shared vision and that they work together for future development. The port is the driving force for the economy of the city of Livorno, it always has been and today it is the last major ‘industry’ the city can count on.

The future plans for the Darsena Europa docks and the harbour station and maintenance work to rail links open up important development prospects, also in terms of social stability, for the city. The city will play its part in all of this.

Intervista con Luca Salvetti, Sindaco della Città di Livorno

Ursula Galli – Sindaco con l’istituzione di un apposito Assessorato al Porto e integrazione città-porto, titolato ad occuparsi delle ricadute sulla città del Porto e del sistema logistico livornese, la sua Amministrazione ha mostrato di voler avere una particolare attenzione verso questo tema ed in generale verso il mare. Perché ha deciso di istituire un Assessorato al Porto e di lavorare non solo sulla promozione e lo sviluppo del Porto ma anche sull’integrazione città-porto?

Luca Salvetti – Nella mia precedente esperienza ho avuto modo di confrontarmi spesso con amministrazioni che avevano attivato, all’interno dei vari assessorati, una delega al Porto; una delega in mezzo a tante altre deleghe, che faceva pensare al rapporto fra amministrazione comunale e scalo marittimo come ad un qualcosa di marginale, con l’idea che solo l’istituzione portuale avesse il compito di curarsi della questione portuale. Io, che prima di fare il Sindaco ho seguito per anni l’evoluzione del Porto di Livorno, ho pensato sin dall’inizio che la presenza dell’Amministrazione Comunale sul fronte porto dovesse essere forte, ma non un’interferenza, quanto un affiancamento al lavoro svolto dall’Autorità di Sistema Portuale; affiancamento finalizzato a costruire una visione comune della città di porto, volta anche ad approfondire gli effetti delle scelte realizzate in ambito portuale sulla vita reale della città. Inizialmente si è trattato di un’idea, una delle prime lanciate in campagna elettorale. Dopo averla realizzata, con l’affidamento dell’Assessorato a Barbara Bonciani mi sono reso conto che è stata una delle scelte migliori realizzate, perché in realtà quella scatola, che era l’Assessorato al Porto, al momento inizialmente vuota, si è riempita immediatamente di progetti e istanze che spaziano dalla gestione dei porticcioli, al progetto delle secche della Meloria, al rafforzamento del rapporto con gli operatori portuali nella gestione dei piani attuativi del Porto, alla questione della Darsena Europa. Il contenitore porto dell’Amministrazione si è riempito immediatamente di tanti progetti; gli aspetti urbanistici sopratutto sono il fattore chiave, in quanto vanno ad integrarsi alla configurazione futura del porto e sull’assetto della città che ne viene immediatamente interessata. Posso affermare quindi che la scelta è stata più che azzeccata anche in termini di governance perché i momenti di confronto con le istituzioni e il cluster portuale sono arrivati e si è creato molto lavoro per l’assessorato, un lavoro che ritengo indispensabile per la città.

Ursula Galli – Quali sono le principali sfide che la città di Livorno si trova ad affrontare in questo momento che riguardano il sistema città-porto e qual’é il contributo che l’Amministrazione sta dando?

Luca Salvetti– La sfida principale è la migliore integrazione fra città e porto. Tale sfida riguarda i processi di pianificazione del porto che dovranno necessariamente integrarsi con le necessità della città, con la sua visione futura di sviluppo economico, turistico e innovativo. In questo ambito, uno dei principali temi sta nell’equilibrio del piano attuativo del porto passeggeri con la pianificazione e lo sviluppo della città che va dal turismo, alla sostenibilità ambientale, alla mobilità urbana sostenibile. Si dovrà favorire una migliore presenza nella città di Livorno dei turisti provenienti dal mare. La città di Livorno sta rilanciando la sua immagine nel mondo, per questo il disegno dello sviluppo del porto dovrà essere modulato tenendo conto anche delle esigenze della città.

La riqualificazione del quartiere Venezia è molto importante per il turismo. Recentemente la Città di Livorno ha creato una porta naturale alla città dall’area portuale adibita al traffico passeggeri che è Piazza del Luogo Pio. La valorizzazione di questa piazza è stata il primo intervento a favore di una migliore integrazione fra porto e città; un intervento realizzato dalla città che guarda anche al porto. Si tratta della piazza dove è situato il museo della città che ha ospitato recentemente la mostra di Modigliani; la porta naturale a cui si dovrà fare riferimento nella pianificazione del porto, la sfida principale dell’integrazione città-porto.

Un altra sfida è quella della governance, di grande importanza per il futuro della città e del porto. Fino a poco tempo fa, tutte le questioni che investivano la città e il porto venivano gestite non in sinergia, ma in modo separato. Chi mi ha preceduto sosteneva che la città di Livorno avesse due sindaci, quello della Città e quello del Porto; a prevalere era la contrapposizione e non la cooperazione e la collaborazione fra gli enti. A mio avviso la città di Livorno ha un Sindaco solo e che deve rapportarsi con un’altra autorità importante che è l’Autorità di Sistema Portuale in modo sinergico e collaborativo, con l’obiettivo di gestire in modo congiunto le situazioni di criticità per il futuro della città e del porto che è sua parte integrante. Uno degli esempi è il lavoro che stiamo portando avanti con le istituzioni portuali sulla gestione della conflittualità in porto. I molti ricorsi che caratterizzano il nostro porto vanno ad incidere negativamente sullo sviluppo futuro e devono trovare soluzione attraverso processi di facilitazione. In questo ambito il Sindaco svolge il ruolo di facilitatore dei processi al fine dell’interesse pubblico della città e del porto, per far sì che i singoli interessi privati si riconducano poi ad un interesse generale, che è quello dello sviluppo del porto e di conseguenza allo sviluppo della città.

Ursula Galli – Quanto è importante che il Porto e la Città abbiano una visione comune e perché?

Luca Salvetti– È fondamentale che la città e il porto abbiano una visione comune, che lavorino insieme per lo sviluppo futuro. Il porto è il motore economico della città di Livorno, lo è sempre stato, ma in questo momento rappresenta l’ultima grande ‘industria’ su cui la città può contare.

I progetti futuri della Darsena Europa, Stazione Marittima e cura del ferro aprono prospettive di sviluppo importanti per la città, anche in termini di tenuta sociale. Per questo la città farà la sua parte, dando il proprio contributo.
