Ruben Eiras has a PhD in History, Defense and International Relations from Instituto Superior de Ciências do Trabalho e Empresa - Instituto Universitário de Lisboa and Academia Militar, an Executive Master in Sustainable Energy Systems from MIT-Portugal (Instituto Superior Técnico, University of Lisbon) and a degree in Labor Sociology from Instituto Superior de Ciências Sociais e Políticas, University of Lisbon. He was Director-General of Sea Policy at the Portuguese Ministry of the Sea. He was advisor to the Minister of the Sea for Innovation, Industry and Energy. He was Science and Technology Manager in the Board of Research and Technology of Galp Energia and was Director of the Energy Security Program of the Luso-American Foundation for Development. Currently he is Secretary-General of Fórum Oceano.
