Civil hydraulic engineer, enabled to profession in 1987, he was born in Rome in 1959. He graduated with honors in 1984 at Sapienza University of Rome. From 1997 he is Technical Advisor of the High Council of Public Works for the Ministry of Infrastructure and Transport. He coordinates commission in the field of port masterplan and marine works projects. He works for drawing up technical standards. Recently he coordinated the Technical Commission for new Guidelines for Port Masterplan. From 2000 he is Contract Professor of "Legislation of Public Works" at the Faculty of Engineering of "Roma Tre". From 1997 to 2000 he was International Vice President of PIANC, International Association of Navigation. Actually he is International Honorary Vice President and he is the italian representative for the Maritime Commission (MarCom) and Coordinator of an international working group for "energy efficiency and renewable energy" in ports. In 2017 was published his book "Efficiency in Public Works".
