Rafael Merino López has been the General Director of the Public Ports Agency of Andalusia (APPA) since February 2019. Graduated in Law from the University of Córdoba, he has been Mayor of this city between 1995 and 1999, having served at this time as President of the Social Services Commission of the FEMP (Spanish Federation of Municipalities and Provinces). From the year 2000 until the moment of being required by the Andalusian Government for the position he currently occupies, he has developed an intense career in the Congress of Deputies throughout several legislatures, highlighting, among others, his role as deputy spokesperson for the Popular Parliamentary Group in the X Legislature, President of the Interior Commission in the XI Legislature, rapporteur for the proposal for the Urgent Reforms of Self-Employment Law in 2017 and spokesperson for the Commission for the Evaluation and Modernization of the Autonomous State in the year 2018.
