Researcher, professor and independent consultant in matters of strategy, planning and innovation associated with transport, logistics, ports and logistics corridors. Luis has 22 years of consulting experience collaborating: at a national level with the Port Companies of Valparaíso, San Antonio and Arica; at an international level with consulting companies such as SPIM (Spain), IDOM (Spain), PROINTEC (Spain), CYLIANI (Chile), IGETSA (Chile), CITRA (Chile) and LOGYCA (Colombia); with development banks such as CAF and the WORLD BANK; Multilateral institutions such as SELA and CEPAL. He participated in the Strategic Plan for the Digital Transformation of Port of Callao for the APN in 2019, defining PCS and PMS standards together with the port community of Callao. He was technical coordinator of the SELA-CAF program " Red de Puertos Digitales y Colaborativos" between 2014 and 2019. He is an advisor to CORFO-Antofagasta for the “Corredor Bioceánico Capricornio” initiative in Argentina, Chile, Bolivia, Paraguay and Brazil.
