Climate Neutral Blue Cities by 2030: Accelerating Local Change

The International Conference “Climate Neutral Blue Cities by 2030” is a high-level forum within the framework of the EU Mission for 100 Climate-Neutral and Smart Cities by 2030. Organized by the Municipality of Limassol under the Auspices of the Cyprus Presidency of the Council of the European Union 2026, the event is supported by the EU Mission: Restore our Ocean and Waters, creating a unique synergy between urban and marine sustainability.

As Cyprus’s principal maritime and business hub, the port city of Limassol is uniquely positioned at the crossroads of Europe and the Middle East, is taking a leading role in driving the green and digital transition towards sustainable, resilient, and inclusive urban development.

Following the recent local government reform (July 2024), the expanded Municipality of Limassol serves a population of 115,527 residents (density 2,954 per km²), making it a powerhouse of Mediterranean urban development. The Climate City Contract (CCC), awarded the prestigious EU Mission Label in November 2023, serves as the city’s roadmap to climate neutrality and smart-city transformation by 2030, turning ambition into a coordinated portfolio of projects across mobility, energy, built environment, circular economy, coastal areas, and digital transformation. This dynamic framework, – ecently enriched by the “Limassol 2024-34” vision – will be evaluated on a frequent basis and will be enhanced and adjusted according to the city’s needs.

With citizens actively participating in the transition process, Limassol aims to become a modern, European, Mediterranean city, sustainable and humane, green and clean. The innovation path towards climate neutrality offers the possibility of developing joint initiatives, synergies with different programs of the European Union, and scaling up collaborations with other partners.

In this contest, Limassol hosts this international forum, with the aims to highlight the opportunities, challenges and innovations shaping the green and blue transition of port and coastal cities.

Following the launch of the EU Agenda for Cities and the EU Ports Strategy, the conference addresses key themes such as port–city decarbonisation, sustainable urban mobility, renewable energy systems, financing climate-neutral cities, smart grids and energy communities, coastal restoration and resilience, social cohesion, energy justice, affordable housing, integrated urban planning and the New European Bauhaus.

The conference aims to accelerate transformative action and strengthen cooperation towards climate-neutral, resilient, and liveable blue cities across Europe, fostering collaboration, knowledge exchange, and strategic partnerships.

The conference brings together European and local leaders, policy-makers, and experts to explore how port and coastal cities can rapidly advance towards climate neutrality. Participants include representatives from the European Commission, national and local authorities, port managers, financial and innovation actors, research organisations, investors and decision-makers driving the green and digital transition.

The exhibition area offers organisations a strategic platform to present innovative solutions, policy tools, technologies, and services that support climate neutrality, resilience, and sustainable blue urban development.
