A 2006 Law graduate from Rovira i Virgili University (URV), he has built a multifaceted career as a lawyer, academic, and public servant. He currently serves as a professor of Private International Law and Immigration Law within the Department of Private Law at the URV in Tarragona. His early legal expertise was shaped between 2006 and 2011, when he served as the lead counsel for both the Salou City Council and the Red Cross. During this period, he specialized in foreign affairs, immigration, nationality, civil rights, and public law. He later co-founded the law firm Vázquez & Viñuales Advocats, focusing his practice on criminal, family, and immigration law. Political and Institutional Career Rubén Viñuales is the current Mayor of Tarragona, having been elected in 2023 as the candidate for the Socialists' Party of Catalonia (PSC). In addition to his role at City Hall, he serves as the First Vice President of the Tarragona Provincial Council (Diputació de Tarragona). His path to local leadership includes significant legislative experience, having previously served as a city councilor and provincial deputy between 2015 and 2020. Most recently, in 2021, he represented the region as a Member of the Parliament of Catalonia.
