He is a civil engineer (National University of La Plata) and Minister of Infrastructure of the City of Buenos Aires. He serves on the Global Board of the Global Water Partnership and the Advisory Council of Climate KIC Europe. He completed postgraduate studies at IHE Delft, UC Berkeley and Yale University. He is a professor at the University of Buenos Aires and former Dean of ITBA. He previously held senior national and city infrastructure roles and is a Fulbright, Eisenhower, IIASA and Yale World Fellow.
