Architect, Urban planner, for the Universidad de Barcelona he was Viceconsejero de Ordenación del Territorio del Gobierno Vasco. He was subsequently hired to direct the Oficina Municipal that was created for the elaboration of the new Plan General de Ordenación Urbana de Bilbao that gave rise to the transformation of the city. In May 1991, he was elected to the Corporación Municipal de Bilbao, being named in the same Primer Deputy Mayor and responsible of the Área de Urbanismo. This circumstance has provided an opportunity that few professionals have, such as participating in the drafting of urban planning and subsequently from the policy to be able to develop and implement it. In March 2014 he was appointed Mayor of Bilbao, a position he held until June 2015.
