Professor of Urbanism at the School of Architecture in University of A Coruña, (from 1998). General Manager of Urbanism and Land Ordinance at Galician Goverment (2003-2005). Councillor of Urbanism at A Coruña City Council (2011-2020). Member of the Galician Parliament (2016-2020), presiding the Special Road Safety Commission and spokesperson as to Universities, Urbanism, Land and Infrastructure. He has had an intense research activity, publishing and authoring several papers and books on urban agenda, city policies, urbanism and the Port of A Coruña. Since presiding the Port Authority of A Coruña, he has granted NextGen financing for the development of the railway conection to the Outer Port, and has launched a whole new vision of the Port of A Coruña with the Green Port Project.
