Sezione dedicata allo studio dell’economia portuale dal punto di vista delle attività e del business imprenditoriale e commerciale che queste generano. Saranno pertanto pubblicati articoli dedicati allo studio di questioni riguardanti le funzioni economiche del porto, gli agenti e i fattori di produzione presenti in essi, e in particolare:

­ Le differenti attività del porto: la pesca, i settori connessi alle attività portuali (la costruzione navale, i cantieri, la realizzazione di infrastrutture, attrezzature e opere portuali, le industrie insediate nei porti, etc.); il tempo libero e il turismo legati a specifiche installazioni (crociere, diporto nautico e sportivo, strutture culturali e di intrattenimento, etc.); il commercio e il trasporto marittimo; il lavoro nei porti.

­ L’impatto economico dei porti: il ruolo dei porti e l’economia urbana, regionale e nazionale; la valutazione dell’impatto economico dei porti, le metodologie di studio, le esperienze concrete.







The economic contribution of cruise crew to Livorno call: the port-city management implications




Crews disembarking from cruise ships at ports of call have significant economic effects on the host destination. This paper studies the determinants of cruise ships crews’ spending while visiting the city of Livorno. The importance of the port of Livorno for the cruise tourism is due to the vicinity of touristic destinations. Compared with other Italian ports, such as Naples and Civitavecchia, that are a gateway to the tourist hotspots of Pompei and Rome, Livorno receives a lower share of passengers’ expenditures. Indeed, the related economic impact must therefore be allocated to the tours destinations. Unlike the passengers, crews spend mostly all their time in Livorno purchasing food, beverage, transportation and other goods. The paper opted for an exploratory study, including seven hundred interviews to crews and two expert group discussions with Ship agents and Crew Human resources managers. The data were complemented with desk analysis, including statistic data. It provides empirical insights about crew expenditures and port facilities requests in Livorno call. It suggests how economic benefits that accrue to the port city economy arises from different sources among which cruise ship crews’ expenditures for goods and services associated with cruise ships arrival have an increasing important role in port-city management development.

The governance of port: what alternative for Algerian ports?




The object of this paper is to analyze the current state and the future orientations of harbor management in Algeria. This country was put tardily at the process of liberalization within the framework of the new maritime law of 1998, which devotes the principle of privatization and separation between the commercial and regulation functions. However, in spite of this legislative and lawful device, the harbor governance did not evolve much. For this purpose, can we consider that in spite of the harbor potentialities available in Algeria, the current situation is irreversible? Our analysis enabled us to conclude that the improvement of the harbor governance in Algeria is dependent on the lifting of the institutional constraints and the physical handicaps from which suffer the current ports. For that purpose, an adaptation of the statute of the ports to the international standards and the construction of ports of big sizes “hubs” are necessary.
